Remember when Gin wanted to get rid of Kogoro? I think I get why Gosho didn’t go through with it. Gin could just tell Amuro to do it and him failing would be a pretty blatant sign that he’s a mole or can’t be trusted. Kir hasn’t even been uncovered so I doubt he’d want to do it with a much more important character. It would be interesting to finally see a mole get exposed and give the BO a win but that’s the problem with creating an org that was originally built as being hyper competent. You have to nerf them to keep the status quo

Ironically, I would go as far as saying that in principle, Sera, one of the most hated characters, is also a decently written character. Likeable or not, but she's far from monothematic.For me, the character bloat itself is the problem because with the episodic format it reduces the old fan-favorite character's time so far they become extremely one-sided, best example being Heiji and Kazuha being now completely reduced to their romance arc and mostly appearing in supernatural cases. It's just another problem of anything that runs as long as DC does.
