Stuff like Naruto and HxH where two users of a "type" or element might use them for a wide variety of applications. I can headcanon someone changing his aura into flames for a more direct use of fire but I could also see someone instead focusing on generating heat, stealthily consuming oxygen in a given area for instance

You are just cherry-picking because there are multiple, popular works where characters can (and do) learn each other's moves or at least have the capability of it. JJK is the most obvious where Yuuji basically has no unique abilities of his own, but in KNY there are entire fighting styles that multiple characters can practice, including Tanjiro himself overlapping with Giyu. Both of these series also have special abilities only 1-2 characters use, with JJK have domain expansions, with JJK having domain expansions for this, but you also have multiple users of black flash, several Mahoraga summoners, and a character that literally steals moves from everyone else.It comes down to what the author's preferences are for writing. In general it makes a tighter story to give each character unique (or relatively unique) abilities because it makes each fight more of a puzzle of figuring out and overcoming the new enemy's unique abilities, rather than using the same moves across the entire cast.
