Pretty much every named soul reaper has a shikai and are therefore inevitably going to have bankais, half the vice-captains have bankais by the end, and there's tons of random ass tertiary characters who also all have bankais. Rukia wasn't even high ranking and she got there just fine. The events of the series conveniently killed the exact number of captains required to open up those slots, but imagine in peace time over 100 years you're gonna tens of shinigami hitting bankais, and they all live forever too so eventually you'll have to make entire squads of bankai users.
