Not exactly small, but most of the population is concentrated in megacities which have good and affordable public transport. And then those megacities are connected high speed rail so even for trips you don't really need a car.

Driving tests are actually fucking hard in Japan

In America my test was

In Japan, they will revoke your license if you forget to first check under the car before starting it, if you forget to look in every mirror during a turn, you need to have a proper grip on the steering wheel, you gotta point at everything you check (you can actually see Japanese train drivers and bus drivers do this too, they do a little exaggerated point at everything they check), you can fail the written test too which I didn't even have in America, yellow light always means stop, you also have to make a complete stop at every train crossing and roll down your window and check left and right before proceeding
