Its common just about everywhere that doesn't speak English anon.
And in Japan it was until recently even more common to not have a bath at home and have to use public baths. As homes having baths became more common since the 1970s the habit of still not bathing alone continued. Its reinforced by the traditional furo being so deep that it can drown a grade schooler so it isn't safe for children to bathe alone until their mouth is above water when seated on their bottoms and that doesn't happen till around 9 or 10. The habit and convenience of shoving multiple kids into the bath at the same time persists quite a bit longer after that but generally stops by jr high age.

I always wondered why the Japanese make such a big deal about the cost of heating water for the bath. I checked and their gas/electricity prices aren't outside the average, and even if they heat a new bath every day (or have their baths with insulated tops so they keep yesterday's water), it apparently costs them approximately 50 yen a day on average. That's negligible.

So why is it so important to share baths or re-use the bathwater several times over the course of days?

I've been to Japan and the thing that stood out to me was the lack of insulation on houses compared to American or Canadian homes. It did explain why every anime or manga invariably has characters complain about neighbors making noise but if heating and noise is such a problem why don't they insulate their homes? The average japanese home has an R rating of 10 to 20 while the average American home has an R rating of 20 to 25 (with roofs reaching 50 to 60). Canadian homes average even higher.

your average american home is just a property developer's investment, to be sold to other property developers, that will never have anyone living in it. So they cram in as many features 'on paper' that would increase the value, but since nobody actually lives there they can get away with cutting corners and just lying about it
Living space is at a premium in japan so they can't afford to do that as much, else there literally won't be anywhere people can afford to live in the cities, and they'll all migrate to the boonies or to other countries and cause massive losses of profit to the nip realtors.
That and a lot of people literally only use their shitty apartment to sleep, and spend all their time at work, restaurants, bath houses, or otherwise out and about. Especially when their job has them relocate often so all these apartments are just temporary housing for them
