I know plenty of people still think pube peeks are exciting, so I can only assume that's considered more obscene than nipples or too "/d/" for mainstream. It's a huge shame either way. Japs are super sensitive because they're too used to tatemae which caused Twitter to have a disastrous impact on their expressiveness, and the "global audience" boogeyman certainly hasn't helped. Awhile back, I remember some discussion of how this relates to everything being rigidly on-model, but I think the audience and industry have grown past that particular problem by now. Regardless, animation directors are probably forced to be super draconian and scrutinizing.
