These are two high school students from the anime Sakigake Otokojuku. At the time this was considered a normal, healthy, and obtainable body for people who were not even fully grown adults. The anime was known for it's serious themes of masculinity and cautions against Western degeneracy weakening Japan.

Overtime anime has gradually moved so that even the men look like women and themes of themes of masculinity, honor, and the glory of war have been discarded in favor of little girls having tea parties? What changed in the cultures? Could it have been the Western influence?
