The average amount that goes through across all rounds has to be above 50 million since they have 2.7 billion over 50 rounds. Therefore, you're going to sieze all 2.7 bllion and pay fees of at maximum 1.15 billion, making it inherently profitable by 1.55 billion plus whatever you smuggle through. If both sides use this strategy then they will both sieze all of each other's money and cancel indemnities and both sides will be equal with all the money they had at the beginning.
