The author never fully committed to the initial premise of TAD so the story and characters feel aimless, and it always stops just short of committing to anything because it's afraid of being too controversial. Kitsch and Haruo were popular because it seemed like maybe the story was FINALLY getting back to its roots, so naturally the author is speedrunning thwarting their plans/killing them off/writing them out of the story. The most charitable view here is that the author is writing the story with her hands tied behind her back, so it's a completely pointless manga that will continue petering along until it gets the axe.

You can add a disclaimer that the end which says I THE AUTHOR DISAGREE WITH THE CHARACTERS THIS IS A TRAGEDY if you want. I thought we were getting "Bonnie and Clyde do the Holocaust" but instead it's... I can't even describe what it is. I can follow the plot logically, it makes sense, but it confuses my sense of why characters would act this way, or what we're meant to take from it. It's like a series of things that just happen in order for something to happen.
