It's probably the same deal as when this happened to graded comics and games where almost the entire thing was one guy repeatedly selling to himself at steadily increasing prices and then going to the media to trick people into thinking it has real collector value before rug pulling them.
There's also an active antitrust lawsuit against this grading company so there's a decent change that this will all blow up and the items lose their value.

For the TCG it depends on the game.
Yugioh, barely any scalpers of big note. Pokemon? Fucking everywhere.
The real thing is whether the companies do common reprintings. Yugioh does them all the time. Pokemon almost never does.

If you're into Western comics then you already know how they often have this degenerate cover system where they'll sell the same trade with 5 different cover variants just to bait whales.
At least in Japan that is rarer. You'll get special editions and stuff, but none of that intentional pandering to scalpers.

They do, that's why they "grade" to create scarcity. Of course you could get a volume 1 of one piece anywhere, but the grading company said mine is 9.5 so I'm the better collector
