A lot of animators still draw on paper. I'd say most that are actually employed to studios and aren't freelancers use paper over digital. But still, that doesn't change the fact that it still gets scanned and then digitally colored all the same so you can't even tell the difference between digital and paper.

Even other cel animated series don't quite reach that level, but digital fundamentally will never. Not anime but Snow White is probably the best western example. There are details, textures, colors, shades, layers that you just cannot replicate. You can see it clearly in this screenshot. The more I look the more I see, the soft cutoff of shadow color fading into lighter color on the rocks. The green moss looking paint with brush strokes changing into the wooden bark. The animals looking like they're actually behind the foliage because they most likely literally are as the foreground is a separate cel layered on top. Granted, this is likely the best of the best, I'm pretty sure this was when cel animation made its debut, and they took 3 years to make it, so there's good reason it's top of the top.
