There were plenty of magical girl anime you want made after Sailor Moon, like Doremi. Hell, we're currently getting Lulutto Lilly, which even if you don't like it is harkening back to pre-SM series. I agree with you but even the action ones these days are rarely played completely straight outside of Precure so it's an issue with the whole genre, not just one sub genre.

Sailor Moon definitely made it more popular but there are still some laidback mahou shoujos still in the... I guess we'll call it classic era. Sailor Moon itself was really a product of the explosive popularity of tokusatsu. It's hard to unsee that a Sailor Moon episode follows the exact format of a Super Sentai episode, with Zyuranger specifically being cited as an inspiration by Takeuchi herself, but she grew up during that boom. Most creators are usually trying to follow trends. Creating something just for yourself because you want to is usually a good way to create a flop. What really affected the modern era more directly was Madoka, which I did enjoy, but man did every single other studio watch and and think "we can do that too!"
