It's quite obvious that the series was initially intended to be longer, judging by things like this, which is why the moment feels so abrupt. The normalfags will say it's good because of the consequences, but it's clearly poor execution to reach the consequences of something they had planned. Even so, it's still a funny moment and made me laugh, so I forgive them everything.

The only changes I know were to r2 since their plans for it were much different before getting a new timeslot and thus having to remake the plot to fit the regulations.

She represented the pure idealism of Lelouch's past life, his childhood, that could not exist alongside the Zero persona, but represented the temptation of the abandonment of his chosen life.
She was the innocent marshmallow cutie who had the best in mind for everyone, but actually only "achieved" anything because others humored her (Suzaku, her sister, her father).
Her death represented the death of innocence in some sense and the necessary full commitment to realpolitik, as well as widening the rift between Suzaku and Lelouch.

That said, I can imagine the battle for Tokyo being the great climax of the second season instead of being just another battle in the middle.
It would mirror season 1 after all.
And it would give more time for Lelouch vs Charlulu and Schnitzel in the third season.
