Noelle naturally started to fall off at around the same time because she had no horse in the WK race and was dealing with entirely separate issues related to her family. Her role was the result of basic storytelling that has nothing to do with popularity. In order for her to have been more prominent towards the end the story would have had to focus on issues related to her, such as replacing Lucius with the corrupt royals and nobles like Papa Silva so that the final arc is more about the kingdom as a whole instead of the just the WK stuff.

I don't even like Yuno that much, and I agree him fighting Lucius for more time than Asta got out of hand, but regarding the thing with Noelle the truth is that she was always treated as second to the main duo and she was meant to play a lesser role. And, let's be honest, like that anon above said, Noelle was treated way better than most shonen heroines, ever since the elf arc she got a big fight in every arc, her subplot with her family and Megicula remained strong through the series, she had a lot of character development (more than Asta and especially Yuno I argue) and got to achieve her goals by the end. Compared to the likes of Nobara or Ochako she really came as the best supporting heroine from the 2010s Jump, and people should take that instead of being assblasted because she wasn't the most important character in the story.

To be fair the Spade arc did some of the same mistakes than the elf arc regarding the antagonists (the devils of Qlipoth, who were never seen in their entirety), but one thing it did better is that except Morris who was a fraud all the important antagonists there had climatic defeats. In the elf arc, the handling of the apostles of Sephira was all over the place, only three of them (Patry, elf Gauche and elf Dorothy) had proper climatic fights while the rest were either offscreen, didn't really fight at all, got unconclusive fights or had very short fights that weren't that memorable. Rhya especially was a big disappointment since he never got a proper defeat and was just taken out by Zagred like nothing, which sucks because he was easily the best out of the Third Eye.
