I think the manga works better if the Pact was not the result of a countrysized spell, or gods interfering, or anything that is essentially outside of the context that has been presented thus far. Just the consequences of witches finally understanding that the world was going mad and drawing a line in the sand as a desperate measure against human nature. What makes the manga interesting is the lack of good solution for the core problem of the setting, that is, that magic is extremely powerful but artificially coralled by its users. Adding an overarching influence just seems like an easy way to have an exit door for Coco to fix her problems (her mother, her guilt for lying to young children just like her). If in ten volumes or so Coco find that the Pact is actually a real spell that can be altered to somehow make magic safe and free, and then the manga's only goal is to reach that point, would that really be satisfying? Certainly it would be nice that a character we like achieve their goals, and I'm sure it'll come with sacrifices, but in the long run I doubt it would be well-liked. It'll be like betraying the premise of the manga, or changing the rules of the game halfway through.

A big part of the manga is the exclusionary and frankly, condescending nature of the Witches. Who believe that they have a duty to arbitrate what is allowed and not allowed and what the masses can handle and what they can't handle. The culture is built around this heavily educated and well trained elite that dictate what the have-nots can access and use to better their lives, and what they can't be trusted with. They're not even usually wrong in their choices. But it is the belief that they have a right to make those choices that is the strongest sense of characterization. To me, this leads right back to the Pact being a centralized spell that was cast to remake the world by a small cadre. A small group that may have even been right to cast a spell of that nature. Justified in a pragmatic sense. But in doing so damning themselves morally because they unilaterally decided that for the world. But the type of people to do the above would create a magical society and culture that greatly resembles what we see in the story.
