Even if he has an army of summons he still need a good 80% by his side to fight effectively. It's effectively a race against time, the only reason Allen is still in the fight is his grinding autism.

Actual S-ranks are killing machines since they are in the lower divines tier's now.Most students that succeed at graduation from the academy are level 60 by the end. The one rank up for monsters also means they give more exp, but that doesn't benefit them as much since they are capped at level 60. Extra skills are supposed to even the field, but since they have 1 use per day limitations and no way to level up like a regular skill it just isn't enough.The reason boar hunting was so important and seen as a impressive thing is because boars are as strong a B-rank, and since most adventures gets drafted for the war effort there isn't anyone to take on extermination quests to protect new settlements. Meaning countries aren't able to increase their food production to support the war effort or expand their population to increase skill users and soldier in general.
His Hell Mode really only applied to the game start. He immediately started grinding when he was a toddler and it sucked for YEARS, but ever since he hit the level where he could start deploying summons and automate their grinding he's been passively GROWING STRONGER. His stats still report as being shit-tier though because none of his Summoner boosts display on his base stats screen.
