In those 2 episodes, the MC has jettisoned all his individual freedom and initiative to become the ward of a rigidly hierarchical bureaucracy that will, inevitably, be staffed almost entirely by quirky characters under the age of 20, who all have unique haircuts and outfits despite their affiliation with a supposedly serious organization that does serious things like murder and espionage. Instead of getting any chance to learn how to use his new superpowers or have his own adventures, he'll be inducted into this organization and immediately made into some kind of junior operative for them, because that's obviously what all serious government orgs do: shanghai teenagers and then press them into dangerous lines of work with no training and little or no oversight.
