The "boring adult stuff" reinforces the kids story because they don't care about it at all. While the world is on the brink of disaster they have their comfy stroll through the flooded land without a worry in the world and at the end when Ponyo is told to seriously consider her decision and its ramification she says yes without a second thought like it's the most natural thing in the world. If you didn't notice the deliberate juxtaposition and consider what could be the point you might be retarded

See Spirited Away. An "adult" children's movie that is easy to grasp. She is thrust into the grown up world to save her parents.
There. That's all that it is. Conflict arises from navigating that world.

How long does it take for you to explain Ponyo's central conflict? Can you do it in a single pithy sentence ?

The film is about a father's fear of his daughter leaving home and finding a partner. It's understandable. Surreal things happen because of it, since the father is an exaggerator. There are also pure messages like loving others even if they are different, and so on. The animation is excellent, with strong composition and use of color. The soundtrack is beautiful. It's a masterpiece and much better than the trash that OP likes.

Presenting the movie as made for children while including lots of complicated, unexplained sequences of events can work.

In this case, it detracts from the actual events because we're struck with sudden urgency that is ill explained. There's two movies here that are at odds with each other. To the extent that the "adult" movie robs us of one of the main characters for extended periods of time.

What I "need" (a linear movie) is not at all what is being discussed. That is something you decided on your own.

Ponyo is linear. Its just unclear in its language, what it wants to do and what its morality should be.
