Ikuhara's shows keep getting worse as they get less and less episodes. He's just completely incapable of adapting to the modern seasonal format, he doesn't seem to understand that he's not working with 50 Sailor Moon episodes in the 90s anymore. And on top of that Sarazanmai had the most stock footage every episode yet to further reduce the useful runtime.
