Forget about the tails-gimmick.At the start of part 2 leave one beast captured offscreen to establish that the Akatsuki are a serious threat, then extract shukaku during the Kazekage-arc, then Hidan and Kakuzu capture one to establish that the clock is ticking, then start the Itachi-arc with him preparing to capture Killer Bee but being stopped because of his fight with Sasuke. That leaves Tobi with 3 beasts during the war, still showing that by pure numbers he has the upper hand against Naruto and Bee.

Transforming into your biju is as easy as just letting your emotion take control and unlocking the seal. Gaara turned into Shukaku regularly wrecking havoc, Killer Bee's imperfect predecessors turned into the eight tails regularly wrecking havoc, and Naruto almost turned into the full 9-tails against Pain. Keeping control in your biju state is the difficult part, but we have no reason to assume that Yugito was capable of that. She was in a location cut off from civilization, didn't speak a single word after transforming and basically just violently attacked everything around her. Easy to imagine that what happened with Hidan and Kakuzu wasn't a regular part of her battle strategy but a last resort.

In the japanese he says 尾獣化, which is the same word Bee uses when talking about full transformation.It is true we can not say for certain that she had control, but I do think her transformation seems a lot more intentional than when Naruto or Gaara lost control. She also would've had no way of reverting the transformation and no backup, so the transformation would've practically been suicide if she had no control, which doesn't seem to fit the mood of the scene and also would be weird to use that early, when they hadn't even managed to harm her at that point. The databook also outright states that she had control of the transformation and it's not contradicted by anything, so I see no reason to doubt that.Add to that how Kumo had all the infrastructure and the perfect teacher for controlling the biju and I feel her being in control is the best interpretation.
