After a certain point this manga lost it’s soul and became a machine only to shill Mizuhara Chizuru. Any character and charm that the MC had was lost the moment Mizuhara Chizuru became the only thing occupying their mind. It’s just sad to look at and even sadder Mizuhara Chizuru will win without ever addressing or solving the damage she’s done even after 400 chapters. Actually I don't think any of the girls outside of Chizuru really "matter" in the competitive harem sense or have any chance of winning/ending up with Kazuya, Ruka included. With the exception of Sumi, who like you said is largely pointless, I think these characters really only exist to illustrate various forms of "flawed" love that define their relationships with the MC. Here's my take:
>Ruka - defined by her childlike infatuation with Kaz, measures love on a purely physical level with her heartbeat app
>Mini - stuck in the friendzone, clearly wrestles with growing feelings that can't be realized, more recently is likely envious of Kaz+Chiz on some level
>Mami - only wants Kazuya because she can't have him anymore, thinks men and relationships are disposable (we're seeing her start to realize that this isn't necessarily true right now)
>Sumi - barely a character, unfortunately
And then we have Chizuru whose only major flaw is that she can't commit to being in a relationship, or at least is unable or unwilling to properly communicate her true feelings for Kazuya. For me, bringing all of their arcs to a satisfying conclusion would ideally have all these characters recognize and overcome their flaws (or more pessimistically, be ruined by them) which would essentially sever what connects/draws them to Kazuya or, in Chizuru's case, see her accept her feelings and finally commit to a real relationship with him. Unless the manga goes for an upset TWIST ending, I think Chizuru is really the only realistic endpoint here with how the story has been structured.

The manga basically ended after Hawaiians, the main conflict/premise was done. From that point the "rent-a-girlfriend" aspect stopped mattering in the slightest; other girls stopped mattering; side characters stopped mattering. Reiji will bring them up from time to time, but they have no bearing on the plot.
Chizuru's character also did a one eighty, but that already started after granny passed away and Reiji never bothered to do anything with it. The way she acts at Hawaiians is laughable and after that she only gets worse.
