He uses them as basically inhuman monsters the same way he has girls getting fucked by horses and robots in other works. I think modern anime audiences are very different from older ones and got into it for very different reasons. People these days really seem to be drawn to long serial plot-centric anime with very dark and depressing tones, endless "shocking plot twist!" moments, and tons of existential psychodrama, in the mold of AoT, Urobuchi's works, etc., and that's been the big trend in "grown up" anime over the last couple of decades so I think a lot of younger fans have never really known much else and I think there's a lot of fragile "I'm a serious adult who only likes serious adult anime" ego involved.This new GitS is a throwback to the '80s and '90s when anime took itself a lot less seriously and was more about characters, entertainment, and general vibes and that seems to be anathema to them. I think another show that really showed the same effect btw was Konosuba, which really felt to me like a throwback as well and got a huge amount of hate from probably the same people.
