These systems evolve naturally, its why you put any person in place of one of the cogs and suddenly they begin behaving like that cog even if they swore they would do something else. "True" communism can never be implemented for a simple reason. It's not a real ideology. It's purpose isn't save the oppressed or make everyone equal.
