Sandro clearly does plan some of the plot points in Omega ahead (Shen has always had twin pupils, Fei crashing out when he has a good look at Ohma (never mind the fact that he had already seen him up close)) which makes it all the more baffling that everything else is so slapdash and poorly done.

Partly because their culture is wrapped up in layers of obsession with respect and partly because their defamation laws are kind of crazy.
