Obviously that's not the whole truth, but as it stands I don't really see that much room for them to be in conflict. Even if Shiina shows up in GUN BLAZE mode before Towa, it's not like that form particularly hides her identity, and it would be a bit of a stretch for the girl with the Kirby power of all people to immediately assume fire = same person and go full VENGEANCE without trying to clarify.I guess the most plausible way to put them at odds would be if the phoenix Setsuna theories are accurate and her previous incarnation was the one Towa saw. If she then revives again, you have an easy setup for Towa avenging her family vs Shiina protecting her imouto, likely all in the final few episodes after the rest is dealt with.
