The biggest plot hole regarding nen knowledge isn't heaven's arena but rather kurapika's stupid nen class. He is awakening nen control in random servants in a single day. Pretty much within minutes the entire class accepted "yeah, i guess magical bullshit really does exist". It doesn't really make sense for it to still be a secret when people can literally teleport around with it.

Or otherwise cultivating nen users while also bolstering political power.
