Chelsea is cute, fun, the only true assassin in the Night Raid, has a great design and had potential to be an interesting character with how she's initially less of an emotional person than Tatsumi and is more ruthless than the others of the Night Raid. But after her initial character presentation she really does nothing until she dies, which don't get me wrong, her death is among the most memorable ones of the manga, but other than that Chelsea really feels like wasted potential, and when you bingeread the whole thing it does feels she was gone in a blink of an eye before you have time to get attached to her. In particular I feel her relationship with Mine was never explored well when they began at odds with each other at the start, and this is a grave sin for me because in the next volume Mine fights against Seryu too in order to avenge how she desecrated Chelsea's corpse as if they were close friends, but, really, there was never a scene who showed them bonding or anything, Mine's plan to get back at Chelsea for badmouthing Sheele and Bulat kinda ended in nothing and when it looked they began to get along well Chelsea still treated Mine in a condescending way, so believing they ended up having a positive relationship is kinda hard to believe. Overall she feels like a character thrown to make readers have more options to guess who was gonna end up being Tatsumi's romantic endgame.I think the fact Chelsea became so popular despite her short run in the series is why Takahiro featured her in Zero as a recurrent side character, but from what I remember she didn't do much there except for being molested by lesbians, so...

During that fight he awakens a brand new teigu evolution which is using Runs wings, fusing and using both of them at once, which is almost impossible and speeds past Tatsumi to stop Kurome from dying, declaring hes taking her away from all this conflict because he loves her in the most gigachad moment ever (Tatsumi only wishes he could pull something like that off) and both bow out of the final conflict because he loves her too much to let her die and she realizes shes fallen in love with him.

From the beginning I don't think the Empire has ever been shown in some morally ambiguous light even if some characters who work for it are. They just fell through the cracks because they're relatively low-ranking and they follow orders well so it doesn't matter much at the moment what they think of the morality of their actions. On Night Raid not considering themselves righteous assassins is probably because I don't think there really is such a thing. They're still killing people and not everyone related to their targets are necessarily all that bad even if the targets are.
