Your only option is to defend and if you pick the wrong defensive option you eat more damage. It's an effective strategy because it keeps your opponent in blockstun and prevents them from being able to attack you or run away, and potentially also leads to you dealing damage to them if you manage to mix them up well enough and they can't block your moves and get hit.Also, the later you hit an opponent in your move's active frames, the longer they're stuck in blockstun. For example, this move (see image) is -3 on block if your opponent blocks it on the very first active frame. However, if you can time it so that your opponent wakes up on the very last active frame, they will take the full blockstun but you will be 9 frames ahead in your animation, making it a +6 frame move instead of a -3 move. This makes your slow moves much more safe, and potentially allows more blockstrings to be combo'd into that you could never do in neutral on first frame blocks. This is called a "meaty" hit. Oki allows you to do meaty hits very easily and makes your moves have better frame advantage.

OTG (off the ground) is when they're still considered not in knockdown yet, they're still technically sliding around on the ground and still in a combo and still able to be hit. If you hit a person in OTG then they very quickly stand back up (this is sometimes called Light Knockdown). If you however wait for OTG to wear off, they'll enter Hard Knockdown, they lie on the ground for a little while and they become intangible, you can't hit them during Hard Knockdown. They'll then enter wake-up state (oki) where they get up off the ground, still intangible/invulnerable. Then once wake-up state ends, the exact frame they enter neutral is when they can use their moves, and when you can hit them again. So the ideal thing to do is to line up a move while your opponent is in heavy knockdown or in their wake-up animation so that they are still invulnerable but will become vulnerable on the last couple frames of your attack, so your attack can be meaty.-3 means your opponent becomes actionable 3 frames before you. So you kick him, he blocks, he becomes actionable, then 3 frames later you become actionable. +6 means you are actionable before your opponent. So you kick him, he block, you become actionable, then 6 frames later he becomes actionable. You can do whatever you want in those 6 frames while he's stuck in the block animationfor example, if you were -20 on block, then you'd be vulnerable for an entire 20 frames while your opponent gets to do whatever they want as you're still finishing your animation. Being + is a very good thing, it means you are safe.
