That is, powerful and aggressive red haired western Tomboy. Her first appearance is even in a sundress with her hands by her sides, ala the typical tomboy portrayal. People forget Asuka is German-American-Japanese mix so she's supposed to be this brash American tomboy talking mad shit to the more Japanese Shinji. So it's funny how things loop around. Anno took a character type from western media, remixed it, and then it became an almost stereotypical "Japanese anime" character.
