The initial goal was to get proper high quality home releases of foreign films, or films that hadn't gotten one yet. Some of the films they actually did the first HD scan of the original film, and did some visual error correction as well. They made a LD release for Akira because up to that point it had only been a shoddy VHS release. Movies are chosen for historical relevancy rather than just quality per se. Many films are in fact mediocre and boring, but important historical films. But it's good that someone gave them a nice high quality home release. Cult and foreign films overlap heavily with high quality films, so it got a rep for high minded art films. The channel probably plays into this, as a means to entice people to sign up.

Upon its' release it got a warm critical reception, but was quickly forgotten about. But it's the 2020 BR release that gave it a lot of new found fans and praise.
