It makes sense to go for geographic diversity for composers, you dont want the music to sound samey after all. People who grow up in different music schools or working envionments have different ideas on how to do things. OST doesn't need cultural specificity, you dont need to know japanese to look at an scene and get a feel for the mood to be able to make music for it. All the jap production team needs is someone who knows english to fluently communicate with foreign talent.

Lets be honest. Most music in anime sucks ass, and frankly most Japanese music sucks ass. They do a lot well but music isn't really one. They have some really talented musicians but their music is still ass.

I liked Sword of the Stranger and 12 Kingdoms, for example. I think the biggest problem with modern 'classical' music is that it's flat and superficial, I don't quite get the same from orchestral soundtracks because from the beginning they exist to put in to sound the feeling of an animation or film; the music itself is not a story and has no real identity once detached from the visual. I think that point helps in the case of Japanese orchestral stuff, as it does in even Hollywood shit.
