Instead of main protagonists clashing with main villains and both developing simultaneously, each side has to beat on lesser villains to avoid burning through all the main characters. That means a constant flow of jobbers to fill the action. That means Night Raid and the Jaegers don't get to fully express their ideological differences. And it means fun characters like Lubbock and Run die to irrelevant characters and have their screentime filled by further irrelevant characters.
