The colonel pointed out that Tomliland models were much more human-like than the models he currently uses. And on the same scene we see a robot maid making a 90 degree turn that was very clearly not human. So it seems despite cybernetics being viable, human mimicry is still hard in GitS world. It is very likely the robots were originally programmed for efficiency, but efficient usually doesn't mean human. So to program a robot to move like a human does is not so simple. Especially since in the end it is about "feelings" that the users get. it is an instinct in the ape brain to tell humans apart from non-humans.

They would had to be Adult-only rating which is what the manga had. Sadly MA rating still would not be enough. In theory it should be ok at the rating it is at, but Japan is playing it safe. No way would they let it reach R rated.

Innocent people DID die though. Imagine having your family member critically injured by a loose killer robot, and then to be told that those responsible are minors and you can't do anything about it. Yes, most of the victims were VIPs of the company and thus deserved it, but there were victims outside of that.

I'll give you that their methods were questionable but innocent people also would have died and continued to die if they did nothing.
