how the fuck is filler used wrong here? there are only 2 episodes in the first 40 that exist only to pad runtime and add nothing to the shows plot or action. if there's no plot progression, character development, or action, it is filler. sometimes even if it has action it can be filler

The term you want is "padding". Filler are original episodes created by the anime staff to pad out runtime or in case there is a lack of material to adapt. Filler inherently cannot advance the plot at all. The Culling Games is just another arc in the story, introducing more characters that stay relevant later and setting things up for the final showdown in Shinjuku.

Don't forget that the secondary plot is Jujutsu High tracking down Kenjaku. He's behind the disaster curses, Sukuna, the Death Paintings, and the Culling Games.

So? That doesn't mean they used it correctly. Use meanings for words that aren't standard and people won't know what you're talking about, muddling understanding.

For example, the Davy Back Fight in One Piece doesn't advance the plot, but it was written and drawn by Oda and is part of the source material. Seems like 'canon filler', right? Well it became relevant again years later. So it's not filler, but padding.
