It's a critique of Pure Land Buddhism, the version of Buddhism the author grew up with. Unlike usual Buddhism that focuses on self control and improvement, Pure Land focuses on prayers. This led to the extreme situation where literally everyone else needed Phos to pray for them while Phos is left without anyone to pray for her. The bro and rocks aren't human and that's a good thing. The humans were selfish and stopped caring about Phos other than as a tool for their needs.
