Despite being a jobber herself if she happens to buff someone using magic to make them stronger then they are super fucking strong. Shirou is a shit master that can barely supply Saber with any mana and as a result her stats suck; with Shirou her highest single stat is B rank when her stats should all be A or A+ rank across the board with a good Master. Souichirou's fighting style is also unique to Saber so she couldn't just cheese the fight with Instinct like she normally does so the difference in their strength became much more apparent. Oh and most importantly it was required for Saber to job in order to advance the plot. Hope that helps!
