In overall quality? yes. Season by season I rank them 2 > 1 > 3 >> 4
The Netflix miniseries is good too, they keep My Melody and Kuromi's personalities almost intact
The movie is 10 minutes long, it's not bad but it's too short
Kuromi's Pretty Journey is fine too but, again, it's too short. Also My Melody only appears for one episode in the second season.
The myriad of movies and OVAs that Sanrio released before OMM vary too much in quality and type of content and honestly I haven't watched all so I don't really have an opinion about them
