It's obvious that Amemiya didn't prepare a magic system that would work well for battles and magic was only supposed to be used by Kinato to help others and create gags. But that premise wasn't enough to carry a whole series and he was forced to make Kinato use his magic to fight, but because that magic was designed for battles there aren't that many concepts that you could come up with how that power could be used for battles, so all Kinato is left is Deku's powers but less interesting. Amemiya is also just not good at drawing close range combat, when you look at his long range battle panels, they're still far from great but they look far better than panels he draws at close range. He should came up with more robust power system and one that would work with his strengths rather than his weaknesses.
