I "got it". Initially Kowaru was a minor character but he blew up in popularity. So they made him a main cast member in the rebuilds because it is what the fans wanted. This shunted Toji off the main cast list and to the sidelines.

Rebuilds are JUST cash grabs and if you take them seriously you are a fool.

He's just checked out more and more. He was given the task to make a new tv show, and he poured his love of Devil man, Gundam Zeta, Ultra man, and everything else into it. Then he used it to reflect on his depressive period that he got over a few years back. It was a smash hit.

But that was it. That was most of his creative juices. He doesnt' care about Eva, it's just a merch empire he needs to maintain now and then.
