Her goal here is simply to prevent things from ever coming to a conclusion so despite being Vena's right hand woman she's sabotaging its plans any time it starts to get too close to winning

She far to willing to stay in her safe little bubble of the status quo rather than make preparations to fight the mascot. The new girls are just right for shaking things up. They can force Utena to stop sitting on her ass and get serious again. They also work with Sister which finally gets her out of the shadows and into the limelight. And the best thing, is that they are part of Sister's inner circle. If any one of them gets redeemed, they might know something about Vena that could potentially finish the mascot. We've had more than 25 chapters of the Shiochans and Tres Magia. If neither of them could offer anything substantial for defeating Vena, then these girls are the next best bet.
I want to see if these girls are going to debut as magical girls or if they’re going to be Enormita 2.0. Granted the Shio-chans were “evil” magical girls but it would be weird for Holy to be obsessed with magical girls and then make her collection go out as evil generals.
