So since I can do that myself, I just need someone to print/slice a 3D model for me. To that end, I found a guy on Vgen, which is kind of like English skeb, but you can actually go back and forth with the artist. It's mostly for 2D work, but you can find 3D artists on there. As for the price, yeah expect to pay 250 dollars just for the model/slicing. If you need someone to print/paint it as well then the cost will go up a lot.

ABS just isn't there yet, it'll mangle fine details like faces, hands, hair, etc. Maybe if you're getting a mech or other mechanical object but I'm assuming you want an anime style character figure. I've got an Elegoo Saturn with a 12k resolution printing bed. There's better models out there these days but you can go as low as 8k resolution for the print bed. Just make sure the printer is large enough to print the smallest chunk of what you want to make.

It finally became available via Surugaya. I kind of want the Osaka one now to complete the set....This particular figure came in good conditions, the box was not particularly beat up. The one glaring flaw is that one of the previous owners (this box still had the old label from when it was also resold at Mandarake so it has changed hands before since their release 15 years ago) was this pen/pencil mark on her foot that I could not wash off. If I was confident with paints I would simply paint over it but for the time being I'll let it sit as-is.
