Kyou was truly the first person to be there for her and accept her for who she is, to give her the unconditional love and familial warmth that she was missing for years. Even if it fulfills that platonic love of a family, it would be really difficult for a teenage girl to not involuntarily feel romantic love, since Kyou would be quite the catch. Obviously Reina doesn't act on it, as it conflicts with the family unit she cherishes, but I would call absolutely call it a valid, deep love rather than just a crush.

And even Kyou, who is more like a surrogate older brother, has that sun imagery to him, despite also representing Venus/Metal/Gold (the kanji for metal and gold is the same, it just depends on context and pronunciation which meaning they're ). He shouts 光、輝け！ (Hikari, kagayake!; Light, shine!) when initiating evolution, and gold visually matches both the sun and Venus in this show. Not to mention that Kyou, when given its kanji to mean "today", is 今日, which contains 日 which has various sun associations. Hell, even though Kaito isn't an older sibling, he's born the same year as Kyou and Asuka and also has a birth date that's the same month and day like they do, so it feels like a parallel, and his Digimon's Ultimate is APOLLOmon, which DOES represent the sun in spite of Kaito being Mars.

Yoshimura explicitly says Tasuku took in orphans to care for, and we see a couple of isolated cases of Kyou being there around sunset like in your picture, though it's pretty quiet by then with the only other kids being the bullies. But Kyou would have already been living in an actual orphanage under state jurisdiction from 2029-2034 (basically inevitable that Japan would have had to come up with something for the surviving orphans), and the nursery seems more like a day care for young children of a certain age range. Whoever did the subs for CR probably just assumed it was an orphanage based on that Yoshimura line.
