I really don't see any of the big characters doing anything out of pity.
The way I see it Zensho is actually extremely talented and his performance super skillful, but he just can not leave his ego behind and the crowd always treats him like a gigantic joke. The only ones who really know how good he is are probably Issho, Shiguma, and a bunch of the other experienced big name Rakugoka.

It's not so much his reputation, it's his looks. Even back when they were young he couldn't figure out why Issho and Shiguma were popular by themselves, even if it was not reflected in school's popularity, while we were shown he scored first place in celebrity you don't want to date. I think it's just that his skill really doesn't matter to the average Joe that visits his shows.
Those people come expecting to laugh their asses off at the King of Comedy making a fool out of himself, whether the rakugo is good or not is completely secondary to them.

That flashback showed the Arakawa School got their start doing random bullshit live entertainment, not specifically rakugo, and we've seen a young Zensho make a name for himself and put the spotlight on the otherwise incredibly obscure school by starring in a lot of comedy shows on TV.
From what we've seen his comedy is in no small part responsible for the Arakawas hitting it big.

Unlike the others he just never really seems to have been able to leave that old King of Comedy persona behind and put the focus back on rakugo.
Probably because he was so successful on TV. Entire generations probably watched his shenanigans regularly when he was fighting to give his school a future. That's an entirely different level of exposure from his brothers singing and dancing and doing lord knows what in run down bars and random theaters.

Akane got shocked by Zensho self-inserting into every person, animal and even the sun. She didn't recognize amazing skill, she wasn't laughing cause she was too busy being confused what the fuck was he doing.
His self-inserts meant that he is essentially serving the audience comedy without realizing he is doing comedy again, which is hardly good technical skills. Akane herself learned to step out of being a comedian and evoke other emotions in her audience, but Zensho is just stuck.
