The more interesting fights are always those between two single characters or the kids and one overpowered adult. There isn't much you can do about it without ignoring historical events though, but in hindsight I think that the first volumes/s1 of the anime had the most extreme contrasts between jokes and innocent kids on the one side and genuine war criminals and (sometimes likeable) adult psychopaths on the other side.

The freak show of Shinano worked way better IMO, maybe because they got more exposure and each of them had their own comrades or circumstances (like Sadamune with Ichikawa, Shokan with his longtime thugs, Kirohara and his existential loneliness). Shiba and Uesugi were the only ones from the latter group that came off as developed to me. I mean yeah, the horse and the waifu guy are fun, but they're literally only defined by that one scene and die afterwards. I am glad that Shiba got a bunch of important scenes in the modern time epilogue chapter.

Latter half of s2 should be better again though, since we will get the showdown with Kiyohara and Shokan plus some tidbits about Shokan's background AND Sadamune appears again.
