Homura's goal with the lizard phone system seems to be save everyone form the fate of being a magical girl. Her own words are "I will absolutely never make just one person bear the burden". How so? First, by using civillians she makes sure there's enough people fighting that recruit new magical girls for tha cause is never needed, so no more childs turned into child soldiers. What about the girls she tricks you say? She only makes them fight for one night, after that they can go back to her normal lives like nothing. No one have to sacrifice their lives.Then, for the current existing magical girls, since they don't have to fight anymore they can get the cubes without put in risk her lifes. So for them is a win-win situation. But Homura is throwing civilians into the fireline, Right? Yes, but she's giving them a shard of her own devil powers (more than enough to deal with the Wraiths) and keeps an eye on them during all the time to make sure they're not in real danger at any point (Homura was even controlling the movements of the girl to make sure she was fighting like if she had experience). Homura even points out to Mami how nothing bad happened to the girl and how well she handled the fight. So at the end off the day this is safer for everyone.TL;DR, Homura's system is better for everyone.
