This is why even when character literally cannot perceive the things the ability has been set to do. This is why Chrollo could talk to Hisoka freely when Hisoka stated he was not a member of the troupe, even though Kurapika isn't even present for this exchange. And why abilities like Missileman can hit an opponent who at the time was completely imperceptible. Or how Shizuku's vacuum doesn't suck up anything she considers alive so she didn't suck up that one mafia goon she didn't even know survived when she hoovered up a room full of corpses. This gets meme'd as a "nen God" but it's a real thing in the story. Make an ability and give it rules, it will just know if the rule is violated or not.
Not a single person has mentioned that izunavi stated to kurapika that nen cannot do the ‘impossible’ and certain things are beyond capability, even with vows and restrictions/limitations. Vows that are borderline meaningless will not grant a nen user any significant increase in power, and actually only harm them in the long run. Wing warned against this very thing. Nen shitters likely try to rush power with vows and end up getting themselves killed because they are iqlets. As with kastro if you try to stack vows your brain will likely fry trying to remember them all and you’ll be relying on crutches instead of simply training to get stronger.

The arc itself wouldn't have played out like it did if Doctor Blythe didn't restrict Pitou in 3 key moments, and in spite of the fact that it being unable to revive people directly led to Pitou's demise in her final moments she comforts Gon before trying to kill him.Also, at the current point of the manga we're seeing a major antagonist learn about his ability in real time and try to figure out how to overcome the limitations of it.

Their friendship was also scarred. Chrollo's issues with understanding people is definitely not reflected with how skillhunter lets him delve into that topic. He didn't make a whole speech about how he learns about someone's quirks and personal rules through his ability.
