I always assumed this was some 90s edgy bullshit based purely on the design of the main character. I found the complete series on DVD at savers for $4, so I figured what the heck.
Breh this was a comedy the whole time?

Yes, ~~except for the end.~~

That was pretty common with the 90s and early 00s anime. A lot of comedy, with some more serious bits sprinkled in that hit a lot harder because of it.
