They're ubiquitous across ghost in the shell but I've seen several conflicting explanations for them ranging from a computer connected to someone's brain, to a computer that replaces part or most of someone's brain.
Same thing with Major Kusanagi, is she a brain in a jar in a mechanical body? Or something like a brain copied onto a computer?

Until the end of the event of the manga/movie, she is this.
Basically she is GitS’s Adam Smasher with tits and a more dex/stealth oriented body and arsenal

After the end of GiTS she is alluded to have become the something more than the latter, since she fused with the AI

they implant the tech by "infecting" you, it's an injection
the tech then spreads around and plugs into the parts of the brain that you normally use to control your body
and voila, now you can use the cyber tech by thinking

everything apart from the brain is replaceable
some people have a biological body
some people are an armored brain in a machine
most are somewhere in between, probably on the more biological side
Motoko is the only full cyborg in S9, the rest are cyborgized to various and generally unstated degrees

the tech for copying a brain into a computer exists but is unsafe, unethical and the result isn't a human, just a computer program, which gits defines as something that does not possess a ghost

As you saw in the new anime, it does so by dying, thus becoming a ghost in the traditional sense of the word, which therefore allows it to merge with other ghosts through magical means.
