The northern oligarchs like discount Lex Luthor want behind-the-scenes power so they can protect and grow their wealth without the pesky center-left government taxing it for the southerners, whereas the center-left politicians are spin doctors maintaining power using every dirty political trick they can manage. Both use the disaffected people in their spheres of influence to realize their aims regardless of the outcomes for those people, so long as their goals are achieved.
