You can tell Issho's rakugo is legendary because he gets more pages of looking menacing and evil and the narration tells us it's legendary.

On the other hand there is no real reason to keep the third story a secret in that case. It also doesn't make much sense for Issho's specialty to be a story Shiguma failed him on. As we know, a student normally isn't allowed to perform something without his teacher's permission.

I can vaguely remember that the competitions happen and who won but I don't remember the actual rakugo itself.
